To make a beautiful bouquet, first cut out flowers, petals, and leaves from brightly colored construction paper and tissue paper. Cut pipe cleaners of various lengths for your flower stems. Create wonderful flowers with the flower and petal pieces you cut out and when they are dry attach them to a pipe cleaner stem. Add them to a construction paper background.
